[BRLTTY] brltty not working with orca

Hi.  I am having a problem where orca will not activate brltty.  I
looked in the orca debug log and brlapi is returning a display size of
0 and orca then thinks the braille display is not plugged in.  Brltty
works fine in the virtual console.
