[BRLTTY] Alert tunes not working via beeper on newer OS releases.

- `git clone https://github.com/brltty/brltty`

- copied the file 'brltty/Autostart/Udev/beeper.rules' to '/etc/udev/rules.d/90-brltty-beeper.rules'

- `sudo udevadm control --reload`

- Rebooted the system

Still no alert tones from BRLTTY.
