[BRLTTY] BRLTTY for Cygwin

I get an error while doing ./configure from brltty-3.6.2 with cygwin
under XP: 

      configure: Error: cannot find install-sh or install.sh in aux
      ./aux

What dows this mean, and what can I do now?
