I think that, on Linux, it may actually be possible in user-space using the
input event mechanism. Other platforms, however, may not be quite as
forthcoming. The code certainly wouldn't be portable. 

We could, in theory, and, perhaps, just to see if it can be done, write a
simple braille driver which intercepts the keypad and returns commands. I was
once asked (back in the 2.4 kernel days when it wasn't as easy) to do exactly
such a thing in order to support a keyless braille display.
