Perhaps it would be better to try it over the serial port as is, which would
eliminate the possibility of its being a USB issue.

Does the problem still occur if you connect the braille display via a serial
port and set BRLTTY to use the serial interface? You also need to configure
the braille display, in its configuration menu, to accept serial input.
