[BRLTTY] LSR and ORCA not shows Czech characters

Hello,

in LSR and ORCA I have the same problem. Both shows ISO-latin1
characters only. In the same time I use speechd-el with braille support
under X and it displays all characters correct but if I switch to other
window with ORCA or LSR then Czech characters are not displays instead
of them I can see question mark only.

Where is problem?
