[BRLTTY] character 231 (0Xe7)

Hi all,

i updated brltty this day.
(3827M) but since version 3824 the 0xe7 231 ç does not appear correctly.
in my table i wrote: dots 12346 and i see 26.
this is new, perhaps a typo somewhere.
(i think that the system is not the culprit: screen with
its braille interface prints character 231 fine).

same behaviour with myfr.ttb, fr-integral/fr-abrege.
i use iso8859-1 fr. this was correct before (don't remember which version).
