[BRLTTY] IRC channel

Hi.

This topic was raised some time last year, but it seems to have died 
without action. Thus, I decided to take action and have created a BRLTTY 
IRC channel. If there's already such a channel and I've somehow missed 
it, please let me know and I'll abandon this. :)
