[BRLTTY] Windows version of brltty now works with my Braillex

Hi Samuel, Jamie and all,

I just installed brltty-3.10-4 for windows on my office system.
I am pleased to report that this works perfectly with my braillex el 80 2d 
that previously was not accessed at all.
Il also works perfectly with NVDA thru brltty.
There are no refresh problem like I encounter on my home Seika 40.
