[BRLTTY] National languages for the windows BRLTTY installer

Hi all,

I have setup the Windows BRLTTY installer so that it can be translated.
At the moment, only english and french are available.
Here is attached the file langstring.txt
containing the english texts that need to be translated.
Fell free to tanslate it in your language and send it back to me at:
