[BRLTTY] Brltty, braillelite and cygwin

It's true that brlapi is in c.
For what I remember, the brlapi shipped with  brltty for windows is in 
python, eventually Gianluca can confirm this or not.
Anyway, the fact is that you should understand that it is not very 
confortable for many users installing cygwin for having working braille.
normal users want simply have its screen reader and things stop there.
Anyway, I can try the new brlapi location.
