Ah, I had it in system32, that's why I didn't notice the dependancy.
I've now updated the zip on thefreecat.org to include it.

I'm just using the MSYS environment to avoid any cygwin stuff (and
install the GnuWin32 libiconv/icu/ncurses packages)
