[BRLTTY] Windows version failed start

The windows driver for jaws may have stolen the serial port or anything
odd like that.  If the error message is "no such file or directory", that
really means there is not such device.  Just to make sure how do you run
brltty exactly?  (and I guess that is the native windows version, not
the cygwin one?)
