[BRLTTY] BRLTTY 4 under DOS

Ok.

Dave told me that the TSI driver automatically tries to switch to 19200.
He has now disabled it on DOS and I have uploaded a new version on
http://brl.thefreecat.org/brltty/brltty41.zip
