I've never had to do this, and given the fact that the brltty as
supplied in the Cygwin distribution terminates whenever I go to 6-dot
braille I question whether it's as effective as intended.

The way suggested on the Cygwin list is to set Cygwin to use GCC
version 3. Set all of it, not just Java. To do this, run the script:

set-gcc-default-3.sh

or something very similar. This uses alternatives(1) to manipulate
several symbolic links to cause Cygwin to use GCC version 3. Once this
has been done, configure and compile brltty "as normally", which
probably means without any additional parameters whatever. I never
have to put in any, and mine (installed from the development version)
is perfect as far as I can tell. And I use 6-dot braille (grade 2) all
the time.

And of course, when one does use the development version, the first
thing to do, before the ./configure, is ./autogen; but that's true on
all systems, not just Cygwin.

At any rate, use gcc 3 via that script and everything will work fine.
