[BRLTTY] Request: support for VarioConnect's vibration function

Hi all.

I have read the protocol documentation of VarioConnect
http://openbraille.org/documents/VarioConnect-comm-prot-public-V6.pdf
and find that it has a function to be vibrated from host PC(please refer 1.1.9. $5E Set Vibration mode).
I want to enable this function in BRLTTY and BrlAPI framework.

1. Now BRLTTY makes a beep when encounter the top/bottom of screen.
It will be useful if vibration is also happened at such situations.

2. I am learning brlAPI programming.
If a program can make vibrations it will be useful at many purpose(ex. as warning).
