What about a short README that could be included in the Documents/ 
directory in the BRLTTY package?  Right now there are already a few of 
those covering specific topics:

Documents/README.Bluetooth
Documents/README.MSDOS
Documents/README.OpenBSD
Documents/README.stow
Documents/README.Windows
Documents/README.X11
