[BRLTTY] Contracted English braille error and patch: Hereford

Hi Dave,

I too would have thought that here was a single syllable, but according to 
dictionary.com it is, or sometimes is, two syllables in the words Hereford 
etc. I'm no expert in trying to read IPA spellings but it appears that it 
can be pronounced her-uh-ford.

Here's the syllabification in a BANA-produced training manual: Instruction 
Manual for Braille Transcribing:
