[BRLTTY] Can't switch profiles without connected braille device

Hello,

the subject already describes my problem. If I disconnect my braille device, I can't switch the
language profiles any longer. The defined keyboard shortcuts don't work. After replugging, all is
fine again.  Could you fix that please?
