What if we use the "go to previous/next paragraph" functions for searching for 
headers within the new help format? The "go to next paragraph" function already 
works well, since it goes down to the first line of the next paragraph 
(paragraphs are separated by blank lines).

If we choose this alternative then we'd need to alter the behaviour of the "go 
to previous paragraph" function. Currently, it goes up to the last line of the 
previous paragraph. The needed change would be to alter it such that it goes up 
to the first line of the previous paragraph. Two variants of this would be to 
consier the top line, if it's not blank, to be the start of a paragraph, and, 
if currently not on the first line of the current paragraph, to go up to the 
first line of the current paragraph.  Would this be a reasonable change to 
make?

This way, braille devices which don't currently offer the "go to previous/next 
paragraph" functions would still present the full help screen. Also, these two 
generally useful bindings could be added (in most cases) for any braille device 
which doesn't currently have them.
