[BRLTTY] permissions on the brlapi.key file

Hi Kendall,

I just remembered that the Makefile might not automatically install the 
policy file. You might need to manually copy 
Authorization/Polkit/org.brltty.policy to a place where polkit would 
expect to find it (/usr/share/polkit-1/actions perhaps).
