[BRLTTY] Type using DOT keys

Logging with -ldebug,brlkeys,inpkts, here is the log message for pressing
and releasing of Dot1 key :

brltty : brl key press : Dot1 (Ctx:2 Grp:0 Num:1) -> NOOP (Cmd:000000)
brltty : brl key release : Dot1 (Ctx:2 Grp:0 Num:1) -> PASSDOTS (Cmd:002201)
brltty : command: 000000 (NOOP: do nothing)
brltty : command: 002201 (PASSDOTS: type braille dots [1])

but I can not figure out what is wrong?
