[BRLTTY] Track Screen Scroll

The latest development code contains a new feature named Track Screen Scroll 
which helps a lot when using chat programs like irc. It defaults to off, so, if 
you'd like to give it a try, you'll need to enable it from within the 
Navigation Options submenu.

When this feature is enabled, the braille display follows the current line as 
it scrolls up the screen. A short alert tune is played whenever this happens.
