Have a look at README.Customize.

You can do anything you'd lke to for yourself. I certainly don't try to stop
users from doing such a thing. If you follow the advice in README.Customize to
place your changes in /etc/xdg/brltty/, and also to have your file include the
one that comes with brltty, then you won't even lose them when upgrading
brltty.

There's nothing in the preferences. Just place your changes in
/etc/xdg/brltty/.
Of course, if your changes are a generally good idea, then maybe we should be
picking them up.
