Hi,

- go to ease settings (ctrl+u
- with key "tab" go to "language"
- choose Hebrew.
- press tab and review that available table is hebrew computer braille.

hebrew has only one table.

btw, because you use narrator, you would mot need to instal brltty and liblouis.
