Have you had a look at the documentation at
<http://brltty.app/doc/KeyTables.html>?
The include directive references another file in which you should search for
more key definitions. I don't have a display with a rocker switch, but maybe the
documentation can help you out. 

BTW, if you have figured out what exactly you need to change, you can customise
your layout in /etc/xdg/brltty/pb80.ktb and it won't be overwritten by updates.
