With vcsu, brltty only takes unicode codepoints from the kernel, it does
not have anything to do with how they are determined.

With vcsu, the Charset parameter shouldn't matter, actually.

See the manpage:

    -assume_charset=MIMEname
              charset for documents that do not specify it.
