You could find where brltty is and use an absoute path.
no idea if it would help.
Hit windows key, type in brltty.exe, select it, hit applications key and choose copy path.

I got brltty to work briefly with narrator and my hims u2.
If you go thru the narrator menus there is a button to download and install braille.
that installs brltty somewhere.
Maybe windows would be happier that way.

Make sure brltty is your default braille driver.
