[BRLTTY] speech dispatcher open failure

Found the problem. Even though brltty has switched to running as brltty (right
at the start and while still a single thread), speech dispatcher is using the
directory /run/user/0/speech-dispatcher/. No idea why as brltty sets all of the
user and group ids when switching. Something still seems to know that it was
started as root.
