Without actually routing the cursor, or after cursor routing? The latter exists already. If autospeak is enabled then, after cursor routing, the whole line is spoken if it's to a different line and the character is spoken if it's to the same line.

Currently, again if autospeak is enabled, the whole line is spoken when panning to a new line but nothing is spoken while panning on the same line.

This already exists. You can enable/disable several things independently. These include typed characters, deleted characters, replaced characters, and completed words.
