Do you mean that they don't work at all? If that's true then I'd sure like to
have a look at a debug log that's captured while brltty starts. -ldebug will be
good enough in this case. Please also use -L/path/to/logfile (this L is
uppercase) so that brltty will write its log separately to a known file.

This is an old issue. The tables (text, contraction, attributes, keyboard)
aren't saved and must be specified within brltty.conf. I suppose this should be
fixed, but I haven't yet found a good answer to a question:

If a table is specified both as a saved preference and in brltty.conf then
which selection should win? I suppose the preference should win, but users
would then wonder why changing it in brltty.conf has no effect.
