On my system, the relevant package is cldr-emoji-annotations. Do you have just
the one cldr package? If more, what are all of their names?

Could you please send me (or post) the English variant of your unicode-cldr
package? I'm hoping (not so secretly) that it rewsolves the Chinese characters
issue.
