It is, because for the braille case only one of the two screen readers
get to show something, while for speech the two get sent to
speech-dispatcher and spoken there.

So that'd be the first solution I proposed in my very first mail.

It cannot, the priorities allow brlapi to know which of the two it has
to display. That doesn't happen with speech-dispatcher.
