[BRLTTY] Russian braille tables and orca issue

I have updated to the latest version of Orca and brltty from master and 
it seems like braille tables issue was fixed!
I can change braille tables now and they do change!
I assume that the fix happened because of the suggestions of Alexandr 
for brlapi and fixes that were made.
Is that right?
