[BRLTTY] Windows 11 24h2 and serial ports

Hello,

Brltty 6.7 worked with serial port in Windows 11 23h2 with NVDA. I have
one Prolific usb to serial converter. After upgrading to W11 24h2 it
does not work anymore. If I run run-brltty.bat it however works.

I would need working serial connection for Alva Satellite because as I
earlier wrote USB connection with it is unreliable.

I also tested Albatross (usb to serial converter is from FTDI) through
Brltty in W11 24h2 but it does not work with NVDA. It also works when
running run-brltty.bat.

NVDA is current development version.

Has anybody got a serial port connection to working in Windows 11 24h2?
If yes, could you tell how it happens?
