[BRLTTY] Windows 11 24h2 and serial ports

I have found out that version 6.4.1 works but newer ones do not.

I noticed that narrator uses that version. I do not know how Narrator's
Brltty component could be removed - I followed Microsoft's instructions
but I could not find things from settings > apps they said there should be.

I am not sure if that version of Brltty disturbs normal Brltty causing
that newer normal versions do not work.
