[BRLTTY] Latest brltty on android does not work

There's a new apk. This is how it should work:

It should no longer crash when started without enabling Bluetooth connections. You shouldn't see the BRLTTY notification, and Settings should show Allow Bluetooth Connections.

While BRLTTY is running, click on Allow Bluetooth Connections. That selection should then disappear from Settings, and you should now see the notification.

When you start BRLTTY without having allowed Bluetooth connections yet, there should be a line in the log that says "can't create foreground notificatin". Please post its full text.
