I guess we also need the background colour, so triplets rather than pairs.

If we go with 24-bit colour then we could use the high order byte of the foreground colour for non-colour attributes such as bold, italic, etc. And, given that (I don't think) there are more than eight of those, we could use the high-order byte of the background colour for the VGA attributes byte.
