Well, brltty is saying which function is needed which, I think, is what it should be doing. My personal opinion is that Orca should implement these functions.

Skip Blank Braille Windows does the same thing, i.e. it swaps command pairs.

By the way: It wouldn't be just Orca - it'd be any BrlAPI client.
