[BRLTTY] Monarch display terminal mode support

Is there any long-term plan for BRLTTY to support the Monarch in its 
terminal mode? To the best of my knowledge, it uses a variant of the HID 
braille display standard, adapted for a multi-line device, over 
Bluetooth or USB.

I expect to be in a position to contribute to testing, but not at the 
moment. I may only be able to test Bluetooth, since a USB connection to 
my Linux machine fails at a relatively low level.  There's a large 
enough community of Monarch users at this stage that finding additional 
testers should be feasible.

To clarify, I expect this to be post-6.9.1, if it happens at all.
