>mode?

Yes, there is. While I believe I have enough documentation, I'm limited by not having an actual device to test with and I hate releasing untested code.

>To the best of my knowledge, it uses a variant of the HID braille display standard, adapted for a multi-line device, over Bluetooth or USB.

Yes, That's also my understanding.

>I expect to be in a position to contribute to testing, but not at the moment.
>I may only be able to test Bluetooth,

I'd very much appreciate that. Thanks.

>since a USB connection to my Linux machine fails at a relatively low level.

That's okay. If the code is correct for Bluetooth then it should also be okay for USB. Of course, eve so, USB should still be tested just to be sure.

>There's a large enough community of Monarch users at this stage that finding additional testers should be feasible.

Let's hope.

>To clarify, I expect this to be post-6.9.1, if it happens at all.

The plan is that it will happen. Yes, though, post-6.9.1 is a requirement at this point as I don't want to delay the critical USB fix for all Alva models and for some HandyTech models any longer.
