I doubt that an on-the-fly translator can do anything reliable with single 
quotes, so I mildly prefer leaving apostrophes as apostrophes.

I assume that you don't format whole paragraphs so look ahead schemes are 
out of the question. In other words, if an apostrophe follows a punctuation 
mark it's almost sure to be a closing single quote. If a paragraph has one 
of these, it probably has an opening single quote earlier, so at a guess you 
could target the first apostrophe as the start of the quoted passage. But 
I'm almost positive that's beyond the scope of an on-the-fly translator and 
it's probably not all that reliable anyway.
