[BRLTTY] Autorepeat of panning.

Due to the two possibilities I've already raised, i.e. reading literary text
(which tends to wrap and doesn't care much about line boundaries), and
accommodating the habits of users of other screen readers which lack
functionality (like the skipping of blank windows):

And for a few other reasons, i.e. users of small (8, 18, 20, 24) displays would
have a harder time getting to where they want to go without it, there's no need
to offer less functionality than what's already built into some pieces of
existing hardware, brltty's reputation shouldn't suffer even due to uninformed
user perception, and it isn't much code anyway:

Revision 2467 of brltty now contains an "Autorepeat Panning" preference which
defaults to "no". Feel free to upgrade, turn it on, and let us know if it works
as expected or what's wrong with it.

I hope, at the very least, that recent discussion on this topic has helped to
educate people about other, potentially better, ways of doing things, and about
brltty's "Skip Blank Windows" feature.
