[BRLTTY] New brltty 3.8 windows build

Hi,

People have reported issues with USB on windows.  Dave has just fixed an
issue with the handling of ETIMEDOUT (error 116), which may fix these
issues.  I have hence uploaded a new mingw build of brltty 3.8+svn3139,
available on
http://brl.thefreecat.org/brltty/brltty-win-3.8-svn3139.zip

Please try it ;)

Note: for dumping logs, use

brltty -l debug -e 2> debug.txt
