Probably not, as it hasn't been mentioned here as having an installation image
which includes BRLTTY.

If accessible installation using BRLTTY is important to you, why not choose a
distribution that supports it (Ubuntu, Debian, etc.) and proceed from there?

There are modified installation disks for Fedora that support BRLTTY as well.
Thus you have a choice between Debian (or a Debian-based distribution in the
form of Ubuntu) and Fedora.
