Eee ok
I find a page on google as described how to install mandrake but is was
mandrake 10

Probably not, as it hasn't been mentioned here as having an installation
image which includes BRLTTY.

If accessible installation using BRLTTY is important to you, why not choose
a distribution that supports it (Ubuntu, Debian, etc.) and proceed from
there?

There are modified installation disks for Fedora that support BRLTTY as
well. Thus you have a choice between Debian (or a Debian-based distribution
in the form of Ubuntu) and Fedora.
