[BRLTTY] define chars to have multiple cell dots

What we really need to do is find a way to divorce
contracted/non-contracted from 8/6 dots, hopefully without needing to
add a new keystroke to every display.

How about this: If you press the "6-dot" key once it toggles between
8-dot computer braille and contracted braille. If you press it twice
quickly it goes to 6-dot computer braille. If you're in 6-dot computer
braille, either one or two presses goes to 8-dot computer braille.

Would that work? Is the keystroke in question amenable to being
pressed twice quickly on most displays?
