Yes you can. You can have two russian tables: one with latin letters
first, and another with cyrillic letters first.

Actually, this could be integrated into upstream brltty itself. I
would suggest to follow the locales marker scheme: ru at cyrillic.ttb vs
ru at latin.ttb ; the former being the current file, and the latter being
the same but exchanging the inclusion of letters-cyrillic.tti and
letters-latin-dot8.tti
