The equivalent in graphical mode is bluetooth-applet or bluetooth-properties. 
Bluetooth-applet is actually a subtask of bluetooth-properties. It pairs 
exactly one device and then exits, which is fine if that's all you want to do. 
Bluetooth-properties stays running, and invokes bluetooth-applet when you 
select "new device" (or whatever that action is called).
