Perhaps you're using a release of your distribution which no longer supports 
the pincodes file. If you have the command bluetooth-simple-agent, then please 
try this instead:

   echo <PIN> | bluetooth-simple-agent hci0 <device-address>

For example:

   echo 1234 | bluetooth-simple-agent hci0 01:23:45:67:89:AB
